Choosing a ruleset in WoW: Forever — Normal, PvP or Roleplaying
There are no realms, so the ruleset is the one structural choice you make at character creation. You cannot group across rulesets, and nobody has confirmed you can change.

Understand what you are actually choosing — there is no realm list
Blizzard's word for it is realmless: you are not asked to pick a server before creating a character, and the ruleset takes the place of the realm type you used to choose.
So this is not "which server are my friends on". It is a choice about what kind of world you want to play in, and it is the only one of its kind you make.
(One mega-server per region with layering is how this is widely described. That specific mechanic is not stated in Blizzard's own recap, so we are not asserting it here.)

- Normal — "baseline World of Warcraft experience with a focus on cooperation, where player-versus-player combat requires mutual consent."
- PvP — "for players who want every trip into contested territory to carry more danger, excitement, and world conflict."
- Roleplaying — "for players who want to lean more deeply into the fantasy of Azeroth and seek out like-minded adventurers."
- Hardcore — "available after launch... where every decision matters and death carries lasting consequences."

Rule out Hardcore for now — it is not available at launch
Blizzard's own wording is "available after launch". One aggregator puts it in early 2027; that date is not from Blizzard, so treat it as a guess.
If Hardcore is what you actually want, that is an argument for not over-investing in a character on another ruleset first — see the transfer step below.

Agree a ruleset with the people you actually play with
Cross-ruleset grouping is not supported. This is confirmed by Blizzard directly, and it is the single most consequential thing on this page.
If half your group picks PvP and half picks Normal, you have not chosen different difficulty settings — you have chosen not to play together. Settle it before launch night, not during it.

If you are considering PvP, check the faction lock reporting first
Beyond always-on flagging in contested territory, PvP accounts are reported to be faction-locked: on that ruleset you would only ever be able to create Horde characters, or only Alliance, not both. Forced faction-balance layering is also reported, modelled on Season of Discovery.
Neither of these comes from Blizzard directly, so verify before you commit — but if true, it means your faction choice is made at the same moment as your ruleset choice.

Note that Hardcore's sharing is reported to run one way only
Progress and collections earned on Hardcore are reported to flow outward into your Normal/PvP/RP account state — but nothing flows inward. What you unlock elsewhere does not help a Hardcore character.
This is reported rather than stated by Blizzard, so treat the direction as likely rather than certain.

Assume the choice is permanent — only one transfer is confirmed
The only transfer Blizzard has confirmed is a Hardcore character that dies moving to another ruleset, "including PvP". There is no confirmed way to move a living character between Normal, PvP and Roleplaying.
Whether the initial choice is formally permanent is genuinely unresolved: a forums thread asking exactly that received no reply from Blizzard. Plan as though it is permanent, because nothing supports assuming otherwise.
